The CM’s statement on UP emerging as a tech and innovation-based economy

“By connecting youth with skills, technology and entrepreneurship, the state government is moving Uttar Pradesh towards an emerging technology and innovation-based economy,” the Chief Minister said.

He said that vocational education and ITIs are being restructured to align with cutting-edge sectors, adding that new centres have been established in fields such as Artificial Intelligence, digital technology, semiconductor, data science, robotics, drone technology and space technology.

With support from Tata Technologies, two Industrial Training Institutes (ITIs) in every district are being upgraded under a hub-and-spoke model.

The idea, he said, is to create central institutes that can extend technical resources and training support to affiliated centres across districts.

Referring to the implementation of the National Education Policy 2020, Adityanath noted that curriculum modernisation and technology integration are underway.

Government colleges in each district are being linked to emerging technology-based courses, while efforts are being made to enhance students’ access to data usage, internet connectivity and digital tools.

Talking about entrepreneurship, the Chief Minister remarked that under the CM Yuva Udyami Yojana, 1.1 lakh youth have received interest-free and collateral-free loans with 10% margin money support.

“Selection and training have been made mandatory under the scheme so that youth can become successful entrepreneurs,” he said.

A dedicated scheme for women entrepreneurs is also being implemented, alongside digital empowerment initiatives under the Swami Vivekananda Yuva Sashaktikaran Yojana.

Citing flagship central initiatives such as Skill India, Startup India and Stand Up India, he said Uttar Pradesh now hosts over 20,000 startups, supported by 76 incubators, seven Centres of Excellence and eight unicorns.

The Chief Minister also pointed to the proposed UP Data Authority and Data Centre Cluster, calling data infrastructure critical for AI growth. He said the state is among the national leaders in building such infrastructure and added that the upcoming semiconductor fab unit signals a new phase in industrial development.

Claiming a sharp drop in unemployment from around 19% under the previous regime to 2.24% now, Adityanath attributed the change to policy reforms, improved law and order, and an investment-friendly climate. He asserted that migration trends have reversed as employment opportunities expand within the state.

Taking a swipe at the opposition, he said scepticism over development initiatives reflects a limited outlook. Reaffirming his government’s commitment, the Chief Minister said Uttar Pradesh is advancing to become a leading economy powered by technology, innovation and its youth.
