The Ministry circular

“By embracing Zoho’s indigenous office productivity tools, we take a bold step in the Swadeshi movement, empowering India to lead with homegrown innovation, strengthen digital sovereignty, and secure our data for a self-reliant future,” the circular reads.

According to the official memorandum by the Ministry of Education, adopting Zoho is a strategic move to reduce reliance on foreign software while encouraging the use and growth of homegrown digital products.

The circular also noted that this change could strengthen India’s position in the global digital economy, ushering the country to move “from a service economy to a product nation.”

All staff under the Ministry have been directed to create, edit and share all official documents, spreadsheets and presentations using Zoho, which is now integrated with NIC mail.

About Zoho Office Suite

Zoho Office Suite is an online office platform developed by Sridhar Vembu-led Zoho Corporation that helps to create, edit and share documents, spreadsheets, presentations and more, all in one secure place.

Some important tools include Zoho Writer for documents, Zoho Sheet for spreadsheets and Zoho Show for presentations, stored in the cloud via Zoho WorkDrive, so that users can access their work anytime.

According to a memorandum, the shift to Zoho represents the vision to transform India from a service-based economy into a product-driven nation.

All Ministry officials and staff must familiarise themselves with Zoho’s tools and seek support from the CMIS/NIC division if required.

Zoho Office Suite is now fully integrated with NIC mail for easy access without separate logins or installations. This makes secure document handling, improved collaboration, and streamlined workflows across government departments.

The directive, digitally signed by Nishant Upadhyaya, Under Secretary to the Government of India, has been circulated to senior officials, including personal secretaries to the Education Minister and Ministers of State.
